In order to fulfill the duties of a state such as education, defense, health and security, the graduates of high schools that train civil servants and state employees in these and similar areas of the state are appointed as civil servants with the titles they have received after graduating from these schools. It is the vested rights of these persons that their graduation dates are accepted as the Retirement Premium Start date, that these persons are officially considered civil servants, state employees, and that these persons must be affiliated with the Social Security Pensioner Institution to which their state employees or officials are affiliated.
                 For this reason, even if the graduates of these high schools cannot be employed by the state due to the financial situation of the states they are affiliated with, as a condition of international law and the Universal Declaration of Human Rights, they should be appointed as civil servants with the titles they have received after graduating from these schools, and the dates they graduated from these high schools. our court has taken the decision that these persons should be accepted as the Retirement Premium Start date, that these persons should officially be considered as civil servants, state employees, and that these persons should be affiliated with the Social Security Pensioner Institution to which their state employees or officials are affiliated.   06.10.2020       Number  418
